How Customers Comply with Global Regulatory Standards and Contractual Requirements with FDM / FOQA Programs

ICAO Annex 6 Part I & III
Requires operators of aircraft with a maximum certificated take-off mass (MCTOM) of more than 27,000 kg to have a FDM program as part of their safety management system. ICAO Annex 6 recommends FDM programs for helicopters with an MCTOM of more than 7,000 kg or more than 9 passenger seats as well as aircraft with an MCTOM of more than 20,000 kg.
FAA Advisory Circular AC No: 135-14B
To address an increase in fatal accidents related to Helicopter Air Ambulances (HAA), the FAA issued guidelines to HAA operators to implement FDM functionality and programming as part of improving safety for pilots and crew during transport.
EASA Commission Reg 965
Similar to FAA rules, EASA Commission Reg 965 requires operators of aircraft with a maximum certificated take-off mass (MCTOM) of more than 27,000 kg to have a FDM program as part of their safety management system. EASA Commission rules encourage the use FDM programs for other commercial aircraft.
UK CAA CAP 739 & 1145
Calls for the implementation of an FDM program for commercial aircraft operators similar to ICAO and EASA standards. CAP 1145 additionally focuses on onshore and offshore helicopter operations where it encourages the uses of FDM programs to improve safety.
